Hi, I'm replacing my hard drive on a M55 desktop due to running out of room.
I have my restore CD's to reinstall everything.
I have all my files I need backed up to an external hard drive.
Would a clean install be best ?

Clean install is rather time consuming, I reckon.

What do you suggest for moving my old hard drive data/os to my new one?

Cloning/Ghosting is something I'd recommend.

I made a "rescue and recovery startup disk".
I also saw where I can save an image of my hard drive to cd or dvd.
Can I save an image of my old hard drive to a dvd and transfer that to my new hard drive using the rescue/recovery startup disk?

Yes, as far as I know that's feasible.

I read about EASEUS Disk Copy in these forums, would that work better?

Yes it should, (and probably quicker than using R&R).

Sorry, I have no experience with it, but I just googled it up, seems a nice free backup application with good reviews online. If I were you I would have tried it since there is nothing to lose because the data in your old drive isn't going anywhere in case of potential failure on the new one.

Thanks, I will give it a try.
If all else fails I have my factory restore disks.
